They are back so how do we deal with them?

It has been evident for the last few weeks here in Christchurch the boy racers(street racers) are back though they now appear to have new tactics.

You can again hear the noise of the cars across the city as large numbers drive around. But they as yet anyway seem to not be in large cruise's(large number of vehicles) but you are seeing up to 10 vehicles in a line with a quick stop at an intersection for one doghnut then move onto to next one.

The area of Wigram, Middleton business areas & the back roads around Halswell seem to be a favourite haunt lately. Again we are seeing them short cut through business premises often with their lights off.

It has been noticeably building over the last couple of weeks & of course probably to a show down with the police at the vehicle show 4's & Rotary over the weekend of the 18th, 19th & 20th of February 2011.

The bleeding hearts will be out saying we have to leave these poor people alone. OK they can get the bottles thrown at them as security for carrying out a legal action or someone threaten to drive over you on private land(until it was pointed out the police car behind them might have somethng to say about it).

A good event gets ruined by these morons. The exhibitors & organizers(including some serving police officers) are really nice people & really want nothing to do with the boy racer crowd who use it as an excuse to assemble in Christchurch city each year.

Bulding a skid pad is not really a viable option. It will take many off the road initially but the hard core trouble makers will remain as they don't want to be part of any organized set up. So the majority will follow like sheep away from the organized focus after the first few weeks.

It will be interesting to see what happens next week. I suspect as stated earlier the boy racer community are setting up to take on the police or at least challenge them especially after the charges for unlawful assembly from an incident last year were thrown out or withdrawn.

These are not the petrol heads of yesteryear but anarchists bent on destroying anything they can with the view you have no right to stop them.

How to deal with them?

There needs to be a concerted effort to re introduce the rule of law with backing from the courts & the politicians. Not a lot of hot air.

At present the police are hamstrung, the courts are soft & the politicians are weak. If we let it go too far then try to clamp down the backlash will be even greater.

Habits & their Consequences!

To continue from the last post lets look at habits & how you can work out what people are going to do or the consequences they may have.

Well first when dealing with crime you know that during a period like now there are gong to be a lot of people out looking for opportunities like the cyclist I saw last week.

Now talking to a retired police officer I know we were both of the opinion that like it used to be get a police patrol in the area. If they were looking as suspected then just that presence would be enough to make them think twice.

But now the police habit has changed & suspicious activity is often not passed on to those on the street & therefore it all becomes reactive, not proactive. Police from our combined sources are now been judged on tickets & arrests, where as in the past a good cop might have no arrests at all, but keeps things under control.

Then on New Years day we had an example of a bad habit that has developed.

I could hear a boy racer trying to do burn outs or doghnuts at intersection nearby & it is a ocmmon occurence. But suddenly hear brakes, then more brakes then boy racer vehicle travelling in short jerks then they come past & stops on our very dangerous corner. Behind it is what looked like a Hummer with a trailer, the driver of the boy racer gets out so the Hummer drives around at which point the boy racer lashes out at the Hummer, jumps back in his vehicle & chases the Hummer. Police are called & again it is like pulling teeth to get the message through but the Hummer must of called police because as we are speaking a police car can be seen heading towards the direction they had taken with all the bells & whistles.

So what is the bad habit here that has developed?

Well there are two sayings "the only crime is getting caught" & "Do the crime do the time." But not today.

I can deduce from the noise & what I saw having both seen this before & being in a similar situations what has happened.

What I would say has happened is the boy racer has decided to do a doghnut, but part way through the Hummer has come along & not stopped as the boy racer thought he would. Likely they didn't have time too. So there has nearly been an accident, but the boy racer who is blatently in the wrong has shown the increasing bad habit that has emerged.

We get it all the time in Security & I would say it is why police are getting attacked more & why I was attacked a few months ago.

It is the habit that young people in particular believe even though they are the ones breaking the law, you, the person stopping or curtailing their illegal activity, are the one in the wrong. They then believe it is their right to use violence to sort it out, but it is never one on one as another new bad habit is big groups onto one.

Then there is the very bad habit people have of not wanting to look at possible problems so not preparing. So to force people to do it we carryout Risk assessements.

But New Zealand does not do that. It risk manages without proper risk assessment. So as we say here it is half pie ka pai. Or half a job she'll be right.

For example the New Years gathering in the Square here in Christchurch. Both I & the retired police officer just shook our heads. We knew shortly after the wee shake in September that aftershocks are likely to carry on for months if not years. Not to mention it could be, as history shows happens in NZ, part of a group of big quakes triggered by one .

But within weeks we were getting told there would not be another for at least 50 years if not 500 by some 'experts'. That is not what the evidence says & the fact the Alpine fault is over due for several big ruptures. Just today I received an email from family on the West Coast saying local pilots are reporting a widening of the Alpine Fault. That could be good it could be bad.

But the New Years event should of been moved to the Hagley Park before the end of September. The aim is not to stop an event but make it safer.

The comment by some idiot official was that safest place from falling buildings was middle of square.

But what about the Human factor?

Your telling everyone that middle is safest place but you have three reactions if there is a quake. One a large number try to get to middle, fighting starts & people are trampled underneath, others freeze & many others just run again people get trampled. This all without even a building falling.

The bad habit in New Zealand is we forget everything & say it won't happen, it never has even though the week before the exact same thing happened i.e. the Boxing day 4.9 quake which sent some people running & screaming from malls. Now put an estimated 12,000 people in that situation.

Even when you prepare you can't control the human factor.

For example whilst in Baghdad there was a religious festival on & so the security forces put plans in place including no vehicles on the road. As a large group of people were on a bridge in Baghdad moving to a Mosque word spread that there were suicide bombers in amongst them.

Now I was at our villa since there was no vehicle movement some distance away. Suddenly I started hearing screaming & voices, but it was so far off I just thought we may have another large protest coming our way. Passed the information on.

Then shortly after we find out that nearly a thousand people are dead as with people on edge all it needed was one person to light the fuse. Most were trampled or drowned from jumping off the bridge. The Security forces didn't stand a chance in controlling them(although they apparently tried including firing in the air) & neither would our crowd control security(especially at current low standards) when a crowd of that size starts to run.

New Zealand needs to get out of this bad habit of not doing proper risk assessments & I challenge anyone involved to prove to me that they carried out one for the New Years celebration or have done so for the Rugby World Cup.

Because they haven't!

You only have to look at the Square. Confined space, nervy population, large aftershocks recently.

Or Hagley park wide open spaces, yes a former swamp so possible liquifaction & some trees that could fall over & whats more probably more people would of attended. Also in a large open space people will be less likely to run & if they do less chance of a stampede.

Habits can have consequences. Some good but some extremely bad.

If I remember rightly those are the starting lines of a "Tale of Two Cities" by Charles Dickens.

I thought they are appropriate to describe this time of year.

First you have the best like the 9 year old girl on learning of another 9 year old being abused set up a road side stall then presented a cheque to the Police to give to the other 9 year old.

Then there were the group of swimmers & an off duty police officer who came to the aid of a lone police officer being attacked by two individuals caught in a stolen vehicle.

Unfortunately, especially when you work the likes of security you see all the other side of this time of year.

There is the stress people come under to buy gifts when like this year the financial crisis has hit hard, then you add in things locally like the Canterbury Earthquakes or the Pike River Mine disaster & people are really stressed.

Crime goes up at this time of the year too & stress means more of it This is despite the reports that though some crime rose after the Canterbury Earthquakes other dropped. Actually that is only reported crime. People are reporting even less now as they think the police have enough to do or as the recovery process is so slow they have lost faith in the authorities.

Though in saying that the night of the 26th December after the most recent largish aftershocks was the most strangely silent I have ever heard Christchurch.

Didn't last long though. I see the police caught one looter & one person breaching their cordons. Then within minutes of each other two vehicles decided Hayton Road was their own private drag strip & instead of the posted 50km an hour went through at about 150km an hour. They weren't boyracers either. Then a SUV doing the same coming the other way almost immediately.

It is common along the road but usually it is one vehicle every so often throughout a day.

Yet again it appears domestic violence is up as it also appears as is normal for this time of year assaults & armed robberies. That is just the reported ones.

Then last night things in this area took a normal turn of events for this time of year.

Was reading a book when I noticed a cyclist who was acting suspicious. Later realized why I noticed them, they were cycling very slowly along the wrong side of the road just having come around a very dangerous corner that everyone speeds around. They then cycled up onto the footpath but appeared to go into a business.

Moved to a better position to observe & yes that is what they were doing. cycling along slowly & every so often they would cycle into a business for about a minute or two then back out. Considering the time of year most are closed at present & it was at night.

Then I made the mistake of calling police communications(comms-remember these are not police officers you are talking too)to report the suspicious activity.

Explained why I thought it was suspicious - business area with very few operational at this time of year(in fact many empty) person cycling into premises for short periods then out so likely either casing premises or tagging. Person was wearing white cycle helmet with light blue Skivvy/top appeared to be a male.

Questions asked went like how tall? He's cycling! So which way is he walking? He's cycling! What did he look like? They cycled past so didn't see, just there was something suspicious in their movements(based on experience).

Basically a waste of time.

Some time later(about an hour & a half) a burglar alarm went off at one of the few operational sites in the area though at present not much happening. The regular security patrol didn't appear to show up or if they did they didn't carryout a full check as they normally do. The alarm finally went off(under the resource management act they are required to turn off after a certain time period-15 minutes & this went for at least that long) then about 10 minutes later a police patrol cruised through that site & out.

Was there a burglary? Don't know. We do know that burlgars case their targets & had the person at comms, not mucked around with silly questions a patrol in the area oculd of just put enough doubt in the minds of anyone looking to commit a burglary to have them move elsewhere.

Having driven security patrols in this area I know it gets hit often & that was even after been told that burglaries in this area had dropped 51% since the arrest of two people as part of a murder investigation(one was convicted of murder the other receiving stolen goods from memory). That drop off was soon taken up by others often using boyracer activities as cover to commit their burglaries.

Yes it was the best of times in some regards due to peoples actions, but shouldn't we be doing that all the time instead of addding stress to people at one certain time of the year?

Last thought though is not much thought has really gone into tonights New Years celebrations in the Square. The damage since the aftershocks on the 26th December should of said to them 'lets move this to Hagley park' but no just like in 'Jaws' they want to believe all is well.

If it was a terrorist threat I would agree. Just increase your security by arming security & police then searching everyone in. Thorough check of the area prior & limited vehicles access after bomb search.

But in dealing with Papatuanuku(mother earth) is a whole different ball game.

Considering people where said to leave a mall in a recent well felt aftershock screaming, what would happen if a shake happens tonight?

By way of warning there was a wee shake of 2.8 at 12.03am this morning centred about 1 kilometre from the Square.

It is not about trying to scare people but carrying out proper risk assessments. Basically with the possiblity of aftershocks an open park with some trees or a square surrounded by buildings that have already had parts fall off them?

Whats that saying about commonsense not been very common!

To be a Judge you need to be completely out of touch!

Not sure what world judges live in but it at times seems to be not the real world!

A judge here in Christchurch has found that the police were wrong in arresting people at a boyracer gathering based on what has happened at previous gatherings. Those people were arrested wrongly because the judges opinion is that they never intended to use violence.

Excuse me?

Obviously he has never had to deal with these groups as if they gather in an area such as they did on this occassion they have every intention of causing mayhem & destroying property.

Residents are scared as it is & any attempt to reason with these groups is usually meet with bottles thrown & even people attacked or threatened in their own homes.

This judge has three options. Get out & experience the real world before his next case, resign or be sacked. They are clearly not up to the task of deciding cases based on a blinkered view of what goes on at these gatherings. It is now actually two judges who are out of touch with the real world after another judge made a decision in the same vein about another of this group.

Meanwhile the police again come under scrutiny over police chases as two more people have died as a result of fleeing the police. One group were in a stolen car & the other was a lone speeding driver.

Now the police minister also mentioned that in another similar incident where she was accompanying police a shotgun had been found in a vehicle. Not sure when or where that was but it is time people realized if someone runs from police there is usually another reason behind it.

For example the vehicle that run from police here in Christchurch & killed three on Moorhouse Avenue the driver was forbidden to drive, over the legal alcohol limit & had a long criminal record also from photographs of funeral for this person he was connected to a gang(crypts).

Also unless I am very much mistaken he & his mate were two of the four who attacked me three weeks earlier, so I won't waste any tears over their deaths. Had the police apprehended them for the attack on me they were up for aggravated robbery & possibly GBH since I needed an operation after the attack.

Life's little messages!

Obviously I have missed life's big messages or I would be wildly rich & making a difference right now. But sometimes life has a way of sending messages to confirm what you have said.

So it happened yesterday. No sooner had I said those targeted little issues are connected to the chronically bad driving in this country in my previous post than I was nearly a victim of that chronically bad driving.

Where I am based is a road that used to have a much higher speed limit. It has now been lowered(for a few years actually) to 50kmh. Not that you would believe it as it is not uncommon for vehicles to use it as a drag strip & I am not just talking about the boy racers.

It means that exiting this site can be dangerous. On one end is a wide corner where you hear approaching vehicles brake heavily from one direction to be able to get around. The situation yesterday was as I exited with a vehicle just appearing at the corner I had to brake as a turning truck was taking longer than normal to get in. No problems if the vehicle at the corner was doing the speed limit.

After checking my speed to avoid the truck then starting to continue I suddenly hear a horn been leant on & see this vehicle approaching very fast.

As usualy the reaction of the person was like I was at fault. As one occupant here says, now they just carry on in normal speed to emphasize the point of the speed limit. This I did & the vehicle which had been speeding continued to tail gate down the road. So after they turned off I went back & found their registration(rather distinctive vehicle) so it can be reported to the police.

Hopefully this will bring the 'revenue gathering' to our street. Though a constant action they take at one end of this area seems to have no effect on people.

This is very topical at present here in New Zealand due to a bad weekend of road accidents resulting in deaths & in particular cycle deaths.

One programme to teach people about road rules was highlighted on TV last night with Invercargil having pre schoolers learning the rules & been given a high visability vest. A very early start to education on road rules.

But will it work?

When I cycle I wear a high visability vest, yet drivers still don't see you. As a driving writer said yesterday "NZ drivers only tend to look ten metres in front where as drivers overseas look or plan up to hundreds of metres in front. Something I have been told off for doing by a New Zealand passenger.

It is always interesting how life sends these little messages as if to ram home a lesson or point. But like the police, when working security the first thing that comes to mind when people are breaking driving laws "what else are you doing or are up too?"

It is the little things that give you away.

As I recount often, I was once nearly hit by a bad driver whilst legally crossing the road. By reporting them to the police it transpired that first the vehicle wasn't supposed to be on the road, then the driver had outstanding fines & finally the two occupants when pulled over had just come from a burglary.

How easy it is to spot the criminal!

Recently I wrote about how the small things can led you to crime or more serious crime.

Around here it has been spot the criminal over the last week or so.

First there are those who probably thinking they are fine upstanding citizens. That is until they come around the corner in front then gun their vehicle in the 50kmh area to 100kmh or greater. Same with the trucks who come around the corner at speed.

Then there are of course the boy racers who have come back into the area in increasing numbers who as well as the normal loss of traction they love to carryout throw rubbish on our properties, smash bottles & use businesses as toilets.

Experience though shows that this activity will be hiding any number of other crimes.
Criminal Behavior
But the other day I saw the true signal of a criminal if ever there was one. This person seemed to think that no law applied to them.

I was walking alongside a main road heading back to my base when this vehicle caught my eye. It was unlikely to have a warrant of fitness(WOF) to start with, It was speeding, secondly it then went through a stop sign & carried out a turn it was not allowed too. There was something else I could not put my finger on until I got closer then realized that they had come from that side road on the wrong side of the road, which due to the traffic island put them in a situation where they had no where else to go had a vehicle turned into that road.

That persons actions screamed criminal, almost certainly a drug user usually marijuana & likely to be other crimes.

At present you are seeing a lot of this type of behaviour because there is still that belief that post the Christchurch Earthquake that the police can not handle that.

Spotting a criminal or criminal type activity is actually quite easy if you have the experience.

What are the real Crime rates in New Zealand?

The NZ police have been recently releasing the crime rates in each district, but do they really show the real crime rates out there?

Frankly no & when pressed the police will admit that. For example the other day the police were talking about cannabis seizures & how the amount they seize is only a small proportion of that grown each year in New Zealand.

But at the end of the article is the most important part where it refers to how drug use is always featuring as a reason for crime.

Two days later though there were some interesting comments.

First was a headline first seen on the internet about the crime rate had fallen in Christchurch city.

When you read it though it is only talking about crime in the central city, not the city as a whole. Even then there is a comment about how the perception of the central city as dangerous is not reality. Perception is reality & most people get a feeling of danger in the central city. Not only that most crime is not reported.

As if to make that point in the local newspaper where that story was reproduced there were also other articles.

First three photo's of a brawl taking place near the central police station & in the background people of Christchurch doing the normal New Zealand thing & ignoring it as it has nothing to do with them.

This was in daylight. Most of the crime especially involving alcohol happens at night & more often than not is not reported or if it is as one person said when they did the reply they got was "what do you want us to do about it?"

If it is not reported it doesn't make the figures look bad. The police system has become a bureaucracy which must really rankle with those on the street who joined to make a difference. Between the system & the courts NZ Police must feel like they are getting no backing for the shitty job they do.

Another article the same day though warns of burlgars targeting empty homes after the earthquake here in Christchurch. Not just the damaged homes either.

Again there is comment though that there has been no rise in this type of crime since the earthquake just a change in focus.

Funny that as that is not word I am getting back from contacts in the NZ Security Industry here in Christchurch.

Also there is the comment from one burglary victim about how criminals seem to know police are busy. Being saying that for a while, in fact ever since the earthquake with the sudden rise again in boy racer activity. That started the night of the big quake & has slowly got back to levels at times seen before the wee shake.

Some of the items stolen though were asking to be stolen. Peole have still not learnt you do not leave items sitting unattended in a vehicle.

Some of the things I have seen left in vehicles is amazing & even more so when the vehicle has been insecure.

On security tasks we have had to warn people for leaving computers(desk top), laptops, passports, airline tickets, cheque books, any type of medication, sunglasses, cell phones & the list goes on. Often they also have left something in vehicle with their address so after they take the vehicle or items from the vehicle, their home might get a hurried visit as well.

Then there was the small clipping with statistics regarding Crimestoppers the British scheme which has come to New Zealand which allows people to report crime anonymously after the fact usually.

Claim is it was a successful year with over 7200 calls. Police by their own count a few years back get 2.4 million calls a year but again it has been estimated up to 95% of crime is not reported. Not sure of the figure but it is known a lot of crime is not reported. You just happen to stumble across a lot as a security guard or police officer. Which then expose other previously unreported crime.

The idea of Crimestoppers is great but like policing these days tends only to be reacative not proactive.

It is getting to the stage to get the police to respond (even a former police officer joked about this the other day as they see it as a problem too) you have to do what someone in Britain did.

For those that are not aware this person rang the police & said "there is someone breaking into my garage/shed" reply was "sorry we have no one available."
They then rang back said "don't worry about it as I have just shot them" within minutes there were police everywhere & the burglar was caught. Police said "Thought you said you had shot him" their reply was "thought you said you had no one spare to respond."

Really it must be like hitting your head against a brick wall for NZ police these days.

Yet again we have people running from police one resulting in the deaths of the two people running & the second incident involved a vehicle running from police colliding with a vehicle of innocent people including a young child.

First thing is most New Zealand drivers think they are good drivers when they actually are not. New Zealand needs to impliment drivers education as they have in the US in our school system.

Second thing is Kiwi's(as we New Zealanders refer to ourselves after one of our native birds as opposed to the Kiwifruit which for some reason is known as a Kiwi in some places)need to stop thinking that no police officer or security guard has the right to stop them.

In fact I have often been told "but that doesn't mean me. That is for those people who break the law(newsflash you are or are about too)" or on many occassions a reference to a racial grouping.

Now after yet another review there is not much else police can do apart from not chase & that is not an option. Otherwise you are giving the criminals free reign & there is already too much weight given to their side when they have really foregone anything but basic civil rights.

In the chase where the two people were killed, the police are said to have abandoned the chase twice. On both occassions the vehicle had been speeding when sighted & chases began, it then preceded to drive dangerously. It has now been established the vehicle was stolen.

Because it was travelling at speed it was already a danger to the public. That it failed to stop points straight away to other crime likely.

Do I feel sorry for them? No way! Their responsibility!

I do feel sorry for any innocents hurt or killed in these chases, but there is no way police should stop pusuits. As a vehicle is considered a weapon the starting point(with no ability for reduction by the courts) for running from the police needs to be attempted murder. If they cause injury or death then it goes up from there.

People say these people speed because police chase them. Sorry doesn't wash. Currently I am live in unit near a road that has become an adhoc main route due to businesses & supposed shortcut(it was but now so many people use it they need lights where it intersects with main road again-they are at the other end).

We have a lot of trouble with boy racers here. In fact they were here the night of the wee shake in Christchurch as they believed the police were too busy to deal with them.

But it is not just boy racers. Constantly we see cars come around the corner see the straight & use it as a drag strip at at least twice the posted speed.

It is also very common for vehicles to come down that straight at speed then have to break sharply(I have seen one head on crash luckily at low speed & know of another loosing control & crashing on the corner).

Also with the ground still settling after the earthquake, vehicles speeding then hitting some undulations in the road are causing this & some other units to rock along with causing further damage(in typical bureaucrat speak authorities have claimed that the majority of damage to buildings was caused in the first shake when in fact in our case & most people I talk too, many buildings came through the first week fine all the damage has happened since).

So poor driving is putting people's lives at risk whether the police chase or not. The police are there to stop crime & save lives. Too many claim police are only collecting tax when targeting drivers. Actually it is the poor driving on Kiwi's they are targeting & also the fact that those 'small' crimes more often than not are the ones that catch people wanted for greater crimes.

What is Aid to the Civil Power?

Thought I would expand on this as there seems to be some confusion over military's role in this situation.

I say that because when working the other night it came up re the military should of been on the ground sooner.

It was pointed out to them that as pointed out when army went on streets with police they were under police command. From a military point of view they are just transferring skills used in other roles such as SAE(Services Assisted Evacuation) & SPE(Services Protected Evacuation) used to evacuate people from foreign shores.

Aid to the Civil Power is just what it says. It is there to Aid the Civil Power. Not take over.

Last night how it can be used was shown with combined Police & Army Patrols around quake hit areas to limit crime on the streets of Christchurch. It could of been used to limit rubber neckers.

It was also pointed out that having some military people there could help with their set up as it was pretty haphazaed. Civil Defence been mainly volunteers who do contribute greatly but there are upsides to having peole alongside who use those processes at times on a daily basis.

At this particular site I knew two of the civil defence people from another role they have in life. One was telling me that when they first showed up it was chaos. Some of the people were trying to use an old system, others the new system & someone else told me the new system didn't work so they had to go back to the old system. It took one person arriving & taking control after hours of non action that got them moving. Yet what I saw it was still not that great. But you did notice the difference when that one person came back on shift.

Right from the start it puts numbers out there. Such as on the street. Justin's comment about hs security company not reporting crime as they thought the police were too busy with other things points to the problem. Just having the manpower on the streets, first impacts on crime by just been there & second allows the authorities to ensure those core services are still deliverable. Otherwise as shown in New Orleans the norms breakdown very quickly.

It was not just Justin's security company thinkng that way though. Those who carried out burglaries obviously thought the same.

So did the boy racers. With the police been on top of this anti social grouping in the last month or two, it has been noticeable in this area which has got off reasonably lightly, boy racers drinking smashing bottles then carrying out their anti social activities as they believe they can not be touched. Had it been upgraded the boy racers would of not enjoyed meeting a Lav.

Same with some deciding they can use it as an excuse to again start playng loud music at outrageous hours & use drugs. Last Saturday night I could understand it or had they been part of those helping out, but six days later when they have done no more than they normally do, it is just an excuse to carryout anti social behaviour.

Not to mention that if you have been part of the help or having issues then using drugs & marijuana in particular is the last thing you should be doing.

The other advantage of having the military is if their is a requirement to step up a level they can do it easily.

As Justin points out in his comment the NZ Security Industry is putting in big hours during this earthquake & aftermath with no recognition.

What is less well known is that after Katrina in New Orleans as the US military is not allowed to give security assistance within the US, it was left to the National Guard & Private Security. In regards to the private security many of them came straight from private security work in Iraq or training courses pre deployment to Iraq.

There was even the story of someone completing a course to deploy to Iraq & then their group been told they are not going to Iraq but are required in New Orleans & one person saying. "Great where is that & what happened?".

Having the ability for the military step up stops the haphazard security standards in the NZ Security Industry been exposed.

Unusual ways Issues have presented post Earthquake!

Well again due to the high standards of the building codes in New Zealand the Christchurch Earthquake have presented in unusual ways new twists on normal ones.

First there is the issue of what here in New Zealand is known as rubber necking. Not the game but people driving around to see what the damage is as they didn't suffer that badly.

People not in the quake zone might think everything is destroyed here in Christchurch. Actually though it was an experience & a half, even for someone who has been close to a suicide bombing or two, the major damage is in pockets. That in the centre of the city in particular is mainly due to older buildings that haven't yet received earthquake strengthening. Other areas is due to high liquifaction of the soils. Though continuing largish aftershocks (we have just had two as I wrote that) have damaged buildings even in good areas or of more recent construction.

It has meant that many are in denial that there was any major damage or just want to have a look.

This has been aggrevating for those in the worst affected areas who are trying to clean up & see if there is any chance of rebuilding their lives. There is a good possibility that tempers could lead to physical confrontations.

The next issue comes also from the fact that despite the devastation the building code has done its job & though property has been destroyed no lives have been lost. The similar earthquake in Haiti resulted in over 250,000 dead.

On going aftershocks & even new epicentres triggered by the initial quake have had an effect on the mental well being of many with in the city. Normally people are too concerned about survival in the first week. Here in Christchurch so much good effort has gone in despite the rubber neckers, that quite quickly normal services have been able to be restored to the majority of the city.

In the country areas farmers have just got on with the life of farming ensuring their animals are cared for.

But even those living in undamaged areas have had enough of the constant aftershocks & mentally they can no longer deal with the not knowing if the next one is another big one.

So People are leaving in larger numbers by the day. It is a sign for the scum to start burglaries in particular in the worst affected areas.

A former army comrade posted an idea for a sign that he thought would be good & anecdotal evidence is that people are now using it. "You loot we shoot".

Then we have the idiot brigade in particular the boy racers, whom even on Saturday night thought since all the police were tied up doing such good work that they would wreck havoc in their normal manner.

There are also the scammers who are already taking advantage of tired & stressed people. Some of us due to our training & life experience thrive in these conditions, but most are so stressed that they take what they think is geniune help to only find they have been hit another body blow.

To commit crimes at times like these is the lowest of the low. In particular considering how lucky Christchurch really is & that is help at hand.

Most places in the world would not of come out this well off & that has changed the dynamics a little. A 7.1 earthquake & within six days, yes a lot of buildings are going to have to be replaced some jobs lost, but to have no deaths & the majority of services restored is probably the best result you could want.

But by been so lucky it has created its own issues with denial, mentally & in the commision of crime.

Why are some criminals so Dumb?

Talking to an ex army mate today & he is forever saying there is not the crime around I say as he never sees it. Then as we are talking happens one of those incidents that just make your day.

Two individuals show up on their bicycles across the road, but have their helmets strapped to their bikes. Then they go through the big look around to see if anybody is watching, just they don't see people inside buildings.

Thinking that no one is watching they lift their bicycles across a fence onto private land then scoot across to another area of private land,& start ferreting around all the time keeping an eye to see if someone is coming or watching.

At that time though we were talking to police & keeping them updated.

They suddenly appeared to be leaving down the first part of private land, but actually were only stashing their push bikes & back packs before heading back to uplift a large item, which they hurried back to their bikes to begin breaking down, thinking they were unobserved & out of sight.

That was until the police dog unit arrived on site, followed by a patrol car. These were not kids & from a grouping that were easily idenitfiable.

Even the police could not believe these two had attempted to commit the crime in broad daylight in the most open part of the area.

My mate was flaberghasted at them been so stupid. But like I said to him "It's happening all the time, everywhere. You just have to be aware of it."

But these two would have to qualify for a nomination to the worlds dumbest criminals.

In the meantime more details have emerged from the death in the chemist shop. The owner saying he was surprised that after the search the burglar emerged from hiding. He has also criticized police response to Chemist break ins these days.

For the police though, as frustrating as it is which you have something suspicious or crime in your sights, it comes back to lack of resources & manpower.

Again there was the on going debate of police pursuits. Since it is odds on that the people running have been involved in other crime the police have no option but to chase. It doesn't matter if they chase or not, if there is an accident from the poor driving which is more than likely, then it eats up more valuable resources.

As was reported the resulting deaths from Thursday night did not stop another four chases occuring last night within Christchurch city. That might not seem a lot to people overseas, but as a senior police officer mentioned this is in a country that used to get one high speed chase every two years.

In fact I could hear the boy racers drag racing at times down one of the two main roads nearby last night. There always had to be a reaction. Biggest problem is New Zealand driving is some of the worst I have seen in the world. Put high powered cars together with people with poor skills (no matter what they think, their skills are poor generally) then it is an accident waiting to happen if police are involved or not.

Here we go again!

Well the news last night was another crash resulting in the loss of life due to a 'police pursuit'.

Straight away the finger was pointed wrongly at the NZ police.

It doesn't matter these days what happens the finger is never pointed at those who are at fault.

Earlier this week we had the break in of a chemist store that resulted in a scuffle then the death of the offender.
It has now been revealed that the offender had not long been recently released from prison in part for causing a death in a vehcile accident, but also burglary & drugs offences. He was a career criminal from information out so far.

But it is the owner of the Chemist store that is under investigation.

That is not the police fault though as they are just their job as required. The finger just gets pointed at them. They are dammed if they do & dammed if they don't.

Then the night I was attacked there was a police chase resulting in the drivers death. It is now my opinion that that crash & those that carried out that attack were connected. The two survivors were in hospital with me that night, feeling very sorry for themselves.
Why? They were with a criminal. He was at fault.

Three weeks later there was the accident on Morehouse avenue here in Christchurch which resulted in three deaths.
On this one I got a bit of a shock when the photos of the two males who died were published. It appears to me they are two of the people who attacked me. The police though been so busy have not been able to get back to me yet, so I cannot confirm that by identifying the person who first fronted me if he was in that vehicle.

Then we get to the accident last night. Well known to police, disqualified driver in a vehicle with no warrant of fitness or registration first sighted doing nearly double the speed limit(how not to attract attention).
All the traffic accidents have been in Christchurch & just as I write this a boy racer has tried to do a burn out just out front, followed by what sounded like a crash. But on going outside there is nothing, so lucky this time but we are expecting one again.

Why the police?

It is quite clear from the above examples that previous crime is an indicator of the likely hood of someone running. That & the media focus on how the police disengage if the driving gets too dangerous. Not to mention video games & movies that glorify it.

What the focus should be on is how the police are underfunded, lack the numbers to impact on all crime & in major metropolitian areas need helicopters in the role of what the military know as force multipliers.

The other area is driver education in school. At present the economy world wide is collapsing. One way to cut some of the unemployment is to add extra requirements for the school system such as drivers education. It would mean more time in the system but would require instructors, but down stream it is likely to cut costs invovled in death & injury, not to mention costs to police where funds could be focussed elsewhere.

In general NZ driving is extremely poor & so starting with good driver education could change that.

But we have to stop blaming the police everytime there is a crash as a result as a 'police pursuit' or as the NZ Police Association called them 'fleeing driver incidents'.

Tackling Crime. The messages are confusing!

Tackling Crime can be confusing when the messages given out are.

Yesterday was a classic case.

Was reading 'The Press' & there is an article claiming burglaries in a part of Christchurch are falling. More like a fall in reported burglaries as the police don't show up or if you have a fax they send you a form to fill in.

So people just don't report a burglary. It is not uncommon for the police to be calling for people to identify items they believe taken in burglaries. Residents of one area were quoted recently as saying "well it wasn't major & we didn't think anyone would show up" or words to that effect.

The report goes onto say reporting suspicious activity is key to cutting burglaries. I agree, but when you do it you get the third degree & no one shows up.

For instance the night I was attacked recently, a few minutes earlier I was able to get footage of two persons running from the vicinity of a business premises after hearing some noises. They then jumped into a hidden vehicle. Police comms were called with registration number of suspicious vehicle as did not see them on site.

But experience told me that the likelyhood of them having been on site committing crime, since there were car wrecks there & their vehicle was a boy racer type, was pretty good.

But the person I got was deliberately slowing things down & treating me like I was the criminal. How can the police on the street do their job effectively if they are not getting the support?

Reporting suspicious activity is the key element of the new service launched under Foxhound Security Ltd. This was because such a large amount of crime is not reported. In fact one media outlet once placed it at 95% of crime & 96% of violent crime is not reported in New Zealand.

By impacting on suspicious activity, you impact on crime & this has been proven time & again by those of us who actually provide security. Unfortunately within the NZ Security Industry that is few & far between especially when you are told not to provide it by the majority of the industry.

To add to the confusion yesterday on talkbackzb I heard part of a conversation with what appeared to be someone promoting neighbourhood support. Just from what I heard the message for the same area that the article focussed on was totally opposite of what was in the article.

Then today the message that an area nearby is getting hit hard with thefts from vehicles. This is a common pattern, when the police are targeting burglaries & making an impact, the criminal elements move onto vehicles.

That is the idea of the new service as it targets anything suspicious. Just another aid to the police.

Only issue is altogether NZ Police, the NZ Security Industry & groups like neighbourhood support all need to be on the same message.

New Zealand just plays at Security!

The family that is the New Zealand military & ex serving personnel has been in mourning over the the last few days due to the loss of the first person in Afghanistan.

That might seem insignicant to those of the US & UK who have lost so many, but with our small numbers it hits hard.

But it also brings into perspective real security versus the way New Zealand & in particular the NZ Security Industry in the main just plays at it.

The military is the highest level of security & the reason for that shows in the threats they face.

That does not mean, as is thought by many in the NZ Security Industry, that when you leave you know nothing about security.

Said it before that the principles do not change through all levels, just you can not use a tank in downtown Christchurch to deal with boy racers as much as it would be nice too at times.

Probably the biggest difference is the awareness.

When in the military & in particular when on operations or even training you are very aware of your surroundings & that doesn't change once you leave as it becomes part of you.

So for example when you drop a level to PSD work, the requirements come naturally to someone who has been in a military environment.

The same in a normal security environment. You make yourself aware of what is going on around you that way there are less surprises.

That is one of the things that actually makes New Zealand so dangerous. It appears a lovely place & still could be but the NZ Security Industry takes the attitude that anything not on their clients premise has nothing to do with them. True they don't have to respond to it, but they should be taking notice. So they only play at it.

Probably though the thing that makes NZ so dangerous is much of the crime there is no reason behind it & it is so random. By only playing at security we have allowed this situation to develop.

End of boy racers? Yeah Right!

The headlines in the Christchurch 'Press' was "Bylaw drives out boy racers". Not from what I have seen & heard & as one commented in article "the bylaw is not going to work".

Already I have seen new tactics. First weekend or so it was big fast moving groups, then a lot more single vehicles & the last weekend what appeared to be groups of 6 to 7 vehicles, the lead vehicle choosing a spot then carrying out a doghnut or burnout, before they all moved on.

What I would expect probably as early as this weekend is another challenge to the police in Christchurch by the boy racers, especially after those quoted comments.

It would even be worse if the All Blacks(NZ's national Rugby team-at present rated No 1 in the world) loose this weekend as that always increases problems especially when they play in the city.

At present though, with the boy racers dispersed it means there are a lot more police vehicles on the road, going by last weekend.

Bureaucratic Idiocy further exposed!

Another Saturday night, but a warm one for this time of year & so with the change in weather came the idiots. But it also exposed further where Bureastucrats fail in their thinking.

But it was the idiots that took my attention first.

For the last two warm nights there has been the noise of a grossly underpowered scooter(or so I thought) giving its all up what appeared to be the railway tracks from the sound.

On hearing yet another boy racer in the area(a lot of police as well for once but they never seemed to be there at the same time) I walked out to see someone on a motorbike sounding not unlike the wound up sewing machine model you could keep hearing coming around the corner like they were doing 200kmh(but only doing 50Kmh). It reminded me of what a mate once said about riding a bike spaced out on magic mushrooms & another on marijuana about how they thought they were going real fast, but in fact going very slow.

In fact the person on marijuana infamously came off his bike at 1km an hour thinking he was taking it at a 100kmh, so lent it over as if taking the corner at that speed.

I just hope he was not the bike later reported to police riding erratically in some suburbs towards the centre of Christchurch, to be found dead after a crash into traffic lights in another area.

It might seem to be stretching it to connect the two but more often than not they are.

What I forgot to mention in the previous blog was the most obvious issue that the bureaucratic plans for gritting the roads missed.

They only had the grit put on the corners. Yes that is where the accidents more often than not will happen but not where they start.

Leading into the corners is a couple of nice straights & not just the boyracers use it as a drag strip before having to break heavily as they approach the corners. Most of these drivers can not actually handle ice on the straight in the first place.

So not only did the bureaucrats waste money having grit put down 'after' a week of frosts the day before a forecast overcast day, they missed out half the places that it was really needed. They also promoted crime as vehicles tried to complete doughnuts/burnouts shortly after grit was laid, not to mention poor driving.

Bureaucratic Corruption destroying the country & promoting Crime!

New Zealand likes to see itself as not corrupt, but it depends on your view.

In this country it is common for large businesses & in particular government departments to deal with situations by finding any excuse at all to do nothing.

Not as upfront as the so called corruption of the middle east where palms are often greased to get things done. But in reality that is just a way of doing business that has worked successfully for several thousand years.

The last few days has probably shown how bureaucartic corruption contributes to crime in the best way possible.

In recent months locally there have been a series of potholes appear in the well used local road. The solution has been to send work crews to continually fill in holes as they appear, even though anyone with an ounce of common sense can see the whole road needs to be resealed(despite it obviously done at lowest tender the year before).

The workers have even engaged in an hour long debate on the phone trying to convince someone higher up the chain that they are wasting money & time.

But the last couple of days have beat even that.

After three days of frost & not even bad frosts or from what could be seen black ice, suddenly trucks appeared midday yesterday & started laying grit on the corners & leading up to the corners.

This was despite the forecasts had been frost each of the last three days but none today. Yes the forecasts are not that accurate, but have been pretty on the mark this week.

First thing that happened within 15 minutes of the first grit being laid was cars were trying to carryout doghnuts on the loose material. Right then you knew it was going to be a busy night for Christchurch's boyracers.

So it proved with them adopting a new version of their new tactics. Recently instead of large groupings known as diesels vehicles have travelled in two's & three's but last night it was groups of up to 7 vehicles with the first one carrying out doghnuts/burnouts as the rest slowed before moving off to next position on their circuit.

But just to prove that the bureaucrats have no idea what they are doing most of today involved a street sweeeping truck getting rid of the grit, even though forecasts are for initially frost tomorrow, that now having changed to Monday morning.

The Corruption occurs where there is now insistance even by police communications for absolute proof of something happening or about to happen. By been totally reactive as opposed to proactive they allow crime even at the low levels to grow. All criminals start somewhere & it is not uncommon to see the group tagging one minute breaking into cars or even bashing people the next.

Of course the NZ Security Industry contributes to this by constantly telling people to ignore crime or suspicious activity. Often because the people in the supervisory roles have no idea what security really is.

Do they really care about anyone else or themselves for that matter?

Following on from yesterday's Blog I thought we should look at the attitude of the groups like 'boyracers' & use the footage I shot of the 'girlracers' here in Christchurch as an example.

As we experience life we realize that somethings we did when younger impacted on others in ways we didn't think off. No different today until you look at whether they really care about anybody else or themselves. In fact as one of the females in the video showed with her abuse, they think that you have no right for interferring with their criminal activities.

Just yesterday I bumbped into an ex army comrade & we actually discussed this issue. They were talking about how they got caught in the middle of a cruise heading home, a 4WD pulled out in amongst road works & started knocking down all the cones etc. This person exited their vehicle, took the registration of the 4WD & called police. The Plates were not of that vehicle, they then copped a lot of abuse from the vehicles behind them,in particular the young women in one vehicle. Called this person a looser.
Looser? Excuse me but this person has served in New Zealand's Military & is reporting a crime that could result in someones death. that is more than those abusing them have done for the country I would bet.

The same when you look at the car & more importantly the occupants in the video.

First the female urinating in the bushes on the business premises. This impacts on businesses as it is not good for clients or prospective clients to arrive to then smell urine or in some cases worse(something clients need to think of when employing security guards, no toilet they have to go somewhere as holding it in can result in a hernia-I know because that is what surgeon said probably caused the one I had operated on a few years ago).

For the female on the other side of the fence it was actually worse if she had taken into account her own safety.

That area is often frequented by small groups of mainly males, tagging or using it as a shortcut especially at 0120(1.20am). So there is the first threat. The second is that about a foot behind her were some railway tracks that many think are basically unused, but are used almost daily at any time of the day or night for shunting carriages into a siding for loading.

Then of course, once caught they decided to drive off with their lights off putting other road users at risk as well as themselves. They are at fault here not me for catching them. Just like the NZ police when you are signalled to pull over for whatever reason. You are in the wrong if you run from police, not the police!

It is quite obvious when you deal constantly with these people that as far as they are concerned, no one else has rights but them. This is a whole new mindshift from previous generations, where though people bucked the need to conform, they still showeed respect for others.

The PC crowd need to get out & see the real world. It is not nice & been touchy feely will not fix the issues. Those that are causing the issues have no regard for your PC ways. They actually think you are a joke, but will take all the outs you give them & run with them. At least that is my experience mainly here in Christchurch.

How targeting the little things will impact on crime!

The new anti crusing bylaw here in Christchurch as predicted has not stopped the antics of the boyracer community, but it has broken up the big groups in the designated areas or appears too.

In saying that you could hear a lot of vehilces in the city last night & also a lot of highpowered lone vehicles around & the occassional burnout.

But that is not just what gets people upset. It is the little crimes as Danny Watson on talkbackzb alluded too that are really getting under peoples skins.

Last night was sitting based in an area where a lot of minor crime has been occuring, when I heard a noise. Went outside & saw the car above sitting off the road, then noticed someone behind the fence on the railroad side of the fence.

Then there was a movement below me & a female stood up in bushes of business premises pulling her pants up.

Now many people say "oh but we did that" & "stop harrassing these guys they aren't so bad."

To the first point. Yes, most of us have urinated when caught short somewhere we shouldn't, but there is a difference.

As the police said when responding to one call on private property for burnouts, though they couldn't do much if they didn't move them on, toilet stops (& not just urinating as one public building found out when an event kept getting planned that these guys like to attach themselves too-it then had to post security guards to stop that) then becomes vandalism & if that is a business it costs or public property it costs the rate payers.

The other difference is when caught it used to be take the bollocking or kick up the pants from the police & move on. Very few used to abuse especially when you are the one in the wrong. Or as the saying goes "do the crime do the time."

After some more abuse from the lovely ladies (it appeared there were only the two of them) they then took off with lights off so I couldn't read their plates. Actually I could of, but decided to leave it, but they felt as this group does that I was in the wrong for outing their criminal acitivity then put peoples lives in danger by not turning their lights on.

As they left they passed the other boyracer vehicle that had parked up after seeing them. Two more were out urinating & one of them could hardly stand up although that is not that apparent in the video footage.

He also had at least a six pack with him. He pulled that after throwing something at the other vehicle as it drove past, probably his empty bottle judding from the mess you usually find around their stops.

Some of this group is supposed to bright, even having law degrees where the information is coming from on how to avoid paying fines, if scuttlebutt is right.

Obviously they haven't found the law if it is still there, which allows you to urinate on the left hand rear wheel of your vehicle.

How do I know that little bit of useless information. One of two escorts for a person caught urinating when in the NZ army by a Military Policeman(MP).

The MP's evidence included that little gem when outlining the accussed's actions. It caused much mirth in the orderly room & a bollocking from the Sergeant Major through his guffaws.

These little crimes are definitely what upset people & experience shows that if you don't stop these little crimes then down the track it leads to bigger & bigger crimes as people tend to think they can't be touched. In fact you often get told that when dealing with people or hear the police been told it when arresting someone.

By Security Guards I am talking about anybody in the NZ Security Industry because in New Zealand everyone is refered to as a guard.

Well last week we had figures for injuries of Police & Corrections officers, this week the likelyhood of Ambulance officers been given stab proof vests as assaults increase.

But when talking to OSH after my attack they put it down to an assault, so it was a police issue. I pointed out it was also a work place issue for security as all these other groups have statistics, but not the security industry.

Part of that is the attitude of the industry (many regard the injuries from a weekends work at bars as a work out), part companies not acknowledging any injuries (to the extent that they won't even acknowledge ACC payments or have forms for injuries) & part society not regarding security as even people at times.

As far as many people are concerned security is untrained labour. Much of security is about experience, often that means getting things wrong & learning from them the hard way.

Over the weekend I was talking to some security guards, one who has brought his own stab vest, another was looking to buy his own(as most have too & the rest don't think they need it) as one of them came past for another check on his patrol he received a call. His mate had gone into a check at a location where they had been threatened by a group of people in the past. A vehicle had followed them in & comms had been lost.

In the end it was just some miscommunication, but the average security guard is often first to dangerous situations & more often than not alone.

They are also often left on site after a dangerous situation but get no recognition. For example what was not well documented was after the boy racers attacked a police vehicle in Christchurch over a year ago, a lone security guard was left to watch over the area once the police left.

The people in security are often passionate about the industry, but are never given enough recognition or protection.
